- A tourist visa may allow a single or double/multiple entry to the Russian Federation.
A tourist visa is issued to the citizens of Japan, other states or non-stateless persons for a short stay in the Russian Federation with a tourist purpose based on a tourist confirmation. A tourist confirmation is issued by the Russian organization that is registered with the Ministry of Foreign Affairs of the Russian Federation and has a tourist reference number.
It also allows to entry the Russian Federation to hold a short business meeting, participate in exhibitions, auctions as well as to undergo a medical consultation or examination. In this case, in the graph "Purpose of visit" of a tourist confirmation there should be written "Purpose tourism". The validity period of such visa is determined by the number of days necessary for fulfilling the purpose of visit, which is specified in a tourist confirmation.
A double tourist visa is issued to a foreign citizen only if according to the documents during the stay in Russia he/she plans to visit a third country and return from it through the Russian territory. The whole route must be specified in a tourist confirmation. The validity period of a double tourist visa can not exceed one month (as well as a single one).
From January 1, 2017 based on the article 25.6 of the Federal Law №144-ФЗ of 5 August 1996 the diplomatic missions and consular institutions of the Russian Federation issue for the Japanese citizens multiple tourist visas with the validity period up to 6 months. Such visas allow Japanese tourists to stay in Russia for 30 continuous days, within 90 days totally.
Attention! Foreign citizens traveling on cruise ships and ferryboats that make a stop at the Russian port (Big and Passenger ports of Saint-Petersburg, Vladivostok, Vyborg, Kaliningrad, Korsakov (Sakhalin Oblast), Novorossiysk, Sevastopol and Sochi) for no more than 72 hours can stay in Russia without a visa, provided that they live on board of a cruise ship, ferryboat or at any other place determined by a group tour programme and the company providing the tour has carried out all necessary procedures.
In order to apply for Russian visa at the Consular Section of the Russian Embassy, since June 3, 2019 we are kindly asking you to make a prior appointment on the web site. Documents for visa won’t be accepted without prior appointment. Thank you for your kind cooperation.
Necessary documents for a tourist visa are as follows:
- A tourist confirmation issued by the Russian organization that provides tour operator services and is listed in the Unified Federal register of tour operators. This document must be issued on a single prescribed form "On the admission of foreign tourists", signed by the responsible person and bear a stamp of a Russian tourist company.
If tourist services are provided by different tourist companies, tourist confirmations of every company should be provided.
The original of a foreign passport of a foreign citizen or a stateless person with at least two empty visa pages and valid for a minimum of 6 months starting on the day of visa expiry;
Electronic Visa Application Form, filled out in Russian or English, and printed directly from the following website of the Consular Department of the Russian Foreign Ministry: https://visa.kdmid.ru. (In order to apply for a visa at Consular Section of Russian Embassy, at the final step of filling out your application form please select the location of submission of your application [EMBASSY OF THE RUSSIAN FEDERATION IN JAPAN]. If you choose another location for a visa application, your documents won’t be accepted by the Embassy);
One passport size (3.5 x 4.5cm) clear photo in colour taken full-face directly facing the camera and against a plain white or light-coloured background. Only non-tinted prescription glasses and head covering worn daily for a religious purpose or as a part of national costume (in this case the same head covering must be worn in the passport photo) are allowed;
Attention! The Consular section of the Embassy of the Russian Federation in Japan may request additional visa documents, invite you for an interview or extend the time of visa issue procedure.

Visa fees should be paid on the day of the application(Japanese yen only).The visa processing fee is not refundable.
There is a change in a form of payment of consular fees since July 1, 2019. Only bank transfers or credit card payment (“Visa” or “Mastercard”) are accepted. Payment by cash is not accepted. Thank you for your kind cooperation.

* Only Japanese nationals are eligible for free visas. Citizens of other countries may be charged an extra consular fee on the basis of reciprocity.
** If a weekend or a Russian national holiday falls during the processing period, then the processing period is further extended to include the duration of the weekend/holiday.
*** Multiple visa on a direct invitation from Russian company/individual may be issued to those foreign nationals who had previously visited Russia within the one year period before the application. The multiple entry visa issuing process takes 10 to 20 working days.
