In preparation for the XXII Olympic and XI Paralympic Winter Games of 2014 in Sochi, simplified tourist visa application procedures have been established for foreign visitors aimed at facilitating their attendance at the games.

To obtain the above-mentioned tourist visa, a foreign citizen or a stateless person must submit the following documents:

I. Valid passport

II. One color photo (3.5 x 4.5 cm)

III. A completed online visa application form (https://visa.kdmid.ru/PetitionChoice.aspx)

IV. Medical insurance valid on the territory of the Russian Federation (if needed)

V. Electronic or facsimile copy (no hard copy needed) of confirmation of "Reception of the foreign tourist" issued by a Russian tour operator listed on the Unified Federal Register of Russian Tour Operators. The procedure for issuing such confirmation is established by current Russian legislation. However, the applicant's accommodation in Russia (name and address of the hotel) shall not be indicated in the confirmation (this document may be issued by a Russian tour operator or a travel agency in Japan that works with the Russian Federation on a permanent basis).

VI. One of the documents listed below (which one is at the applicant's discretion) that confirms the intent of a foreign citizen to become a spectator at the Games:
1) An entrance ticket permitting attendance at sporting events and/or the Games ceremonies
2) An electronic confirmation of purchase of a ticket issued by the Sochi 2014 Organizing Committee or by one of the authorized ticket resellers abroad
3) A Spectator Pass

There will be a fee charged for issuing a tourist visa. The amount of the fee and method of payment have been established in accordance with payment regulations in force at Russian diplomatic missions and Russian consulates in Japan.

Please note that a foreign citizen or a stateless person already in possession of a visa (business visa / study visa / employment visa / or other type of visa), valid for entry to the Russian Federation during the period of the holding of he Games, may become a spectator, provided they have tickets for sporting events and a Spectator Pass.
